Historians disagree about the exact date of the arrival of the Utub or Bani-Utbah in Kuwait. The Utub, who are a clan of the Anaza tribe to which Al-Sabah belong, migrated from Al-Aflag in Najd and eventually settled in Kuwait after a long migration. There was a consensus among the inhabitants of Kuwait to choose Sabah bin Jaber (1753) to administer justice and the affairs of the town, and settle the disputes of its inhabitants.
